So… had a thought.

This might not pass because, well, there’s a segment of the population who architect elaborate scams based around it and who are very well politically connected.

Picture this - a tight-knit religious community as your backdrop that may as well be self-sufficient (or very nearly). A husband gets a religious marriage to his wife, but doesn’t bother to register with the state. Why might he do this?

Because his wife, who is now pregnant, can now register as a poor single mother with no means.

She can now file for section 8.

The husband buys a property and then “rents” it to his “wife.”

The husband goes into his community and says, “Hey, I need some paperwork done so I can register this property I own as a section 8 eligible property.”

A member of the community steps forward and does all the legal paperwork. The home is now eligible for section 8.

The man then proceeds to live with his wife and kids in the home he owns, the wife collects section 8 from the government, the husband cashes the section 8 check and has his mortgage slowly and steadily paid off, for free, courtesy of the unwitting taxpayer.

No other bothers to do anything about this because this tight-knit religious community is a huge voting block, and it’s just easier and more convenient for politicians to look the other way, since this voting block is controlled by the religious leaders, who tell their congregations directly who to vote for.
